Intelligent Governance:Paradigm Transformation of Public Governance Driven by Artificial Intelligence and Action

Abstract
The embedding of AI not only promotes innovation in governance tools and institutional structures but also drives the evolution of governance rationality from institutional,instrumental,and value rationality to cognitive rationality.From the theoretical perspective of rationality evolu-tion and utilizing systems science and cognitive intelligence theories,this study proposes"Intelli-gent Governance"as a new paradigm of public governance under the""AI+"initiative.In terms of theoretical generation,Intelligent Governance constructs an ontological model centered on cognitive generation through the coupling of algorithmic intelligence,collaborative intelligence,and institu-tional intelligence,establishing an epistemological foundation based on generative and simulative logic.In terms of operational logic,it materializes into the computational processes of algorithmic structures,the operational networks of collaborative systems,and the regulatory loops of institu-tional mechanisms,achieving a dynamic closed loop of"sensing-decision-execution-feedback"through the integration of an intelligent hub.Consequently,Intelligent Governance achieves the re-organization of governance rationality,promoting the transformation of national governance mod-ernization from being institution-driven to cognition-driven.By incorporating AI into the framework of governance rationality evolution,this study reveals the theoretical generation logic and operation-al mechanisms of Intelligent Governance,providing a new analytical perspective for understanding public governance reform in the"AI+"era.关键词
