Deliberative Embeddedness:The Democratic Logic of Government-Business Relations in the New Era

Abstract
From the perspective of political science,"deliberative embeddedness"is a new concept for understanding government-business relations in the new era.This concept aims to illustrate that the evolution of these relations embodies a profound democratic logic.Within the Chinese context,deliberative embeddedness operates by establishing institutional carriers and platforms for deliber-ation.It facilitates consensus-building through information sharing and rational debate between government and business,effectively forming public policy agendas.This process broadens and deepens democratic participation,enhances the scientific rigor of public policy,and strengthens the legitimacy of governance.Nonetheless,the practice of deliberative embeddedness still confronts challenges,including power asymmetries between government and business,the potential for su-perficial consensus,and ambiguities in accountability.It is essential to focus on constructing an in-clusive deliberative environment,standardizing communication procedures,fostering a culture of deliberation,and establishing a transparent accountability tracing system.关键词
