Marginal Absorption:The Logic,Predicament and Generation Mechanism of New Employment Groups'Participation in Grassroots Governance

Abstract
The new employment group is a new force in grassroots governance.Incorporating them into the grassroots governance system is essentially a process of selective absorption of emerging so-cial forces driven by the triple logic of risk control,functional complementation,and legitimacy construction by the grassroots government.In practice,the governance and absorption of the new employment group have presented multi-dimensional pictures such as organizational absorption,symbolic absorption,functional absorption,and service absorption,but all have fallen into a"mar-ginal"predicament due to structural contradictions.The generation of marginal absorption is not accidental but the result of the tension between stability logic and fluidity,the obstruction of une-qual rights and responsibilities and path dependence,as well as the paradox of empowerment and control in algorithmic training."Marginal absorption"exposes the deep contradiction of the incom-patibility between the traditional governance model and the emerging social groups.To integrate and absorb them,it is necessary to break through the shackles of instrumental rationality and build a grassroots governance community that is both efficient and resilient and rich in humanistic warmth,truly achieving a paradigm shift from"marginal absorption"to"inclusive governance".关键词
