江苏省海洋渔船救生筏释放效能提升路径探讨
Paths to enhance the deployment efficiency of life rafts on marine fishing vessels in Jiangsu Province

Abstract
Life rafts constitute critical safety apparatus for safeguarding crew survival when marine fishing vessels encounter emergencies,with their effective deployment rate directly dictating the survival probability of personnel in distress.Jiangsu Province has achieved full-scale equipping of life rafts on marine fishing vessels.However,the deployment rate remains conspicuously low during accident scenarios,and the dilemma of"being equipped but not deployed"has emerged as a prominent bottleneck in fishery safety governance.Based on 2021-2024 safety inspection data of marine fishing vessels in Jiangsu Province,this study conducts a systematic classification and multi-dimensional analysis of 335 life raft-related safety hazards,delineates six primary categories of such hazards and their underlying multi-faceted causes,and proposes targeted countermeasures encompassing specialized training initiatives,process control refinement,safety standard upgrades,and operational environment normalization.Furthermore,a closed-loop governance system comprising"hazard identification,root cause tracing,and countermeasure optimization"is constructed.This research offers a theoretical basis and actionable implementation schemes for addressing the inefficiency of life raft deployment,thereby facilitating the modernization of safety production governance capabilities in the marine fishery sector.关键词
