Abstract

Amid global efforts to cut carbon emissions,green data centers have become key carriers of energy conservation and con-sumption reduction for new infrastructure,playing an important role in promoting carbon reduction and efficiency enhancement across society.This study was based on an endogenous growth model and incorporated data factors and energy consumption into the production function and carbon emissions into the consumer utility function to explore the impact of national green data centers on carbon reduc-tion and its underlying mechanisms.The study used panel data from 274 Chinese cities at the prefecture level and above from 2008 to 2022 and treated the national green data center pilot policy implemented in 2015 as a quasi-natural experiment,employing a difference-in-differences(DID)model for empirical testing.The findings were as follows:① National green data centers significantly promoted ur-ban carbon reduction,with effects strengthening over time.② These centers contributed to urban carbon reduction primarily by foster-ing green innovation and improving energy efficiency,although their scale effect had a certain suppressive impact on carbon reduction.③ From a heterogeneity perspective,compared with non-national hub cities,non-resource-based cities,and cities with low human re-source endowments,the carbon reduction effects of national green data centers were more pronounced in national hub cities,resource-based cities,and cities with stronger human capital endowments.④ Spatial spillover analysis revealed that national green data centers had a positive spatial spillover effect on the carbon reduction of neighboring cities.Therefore,to maximize the net carbon reduction ben-efits of green data centers,on the one hand,it is essential to strengthen incentives for green data center construction and standard con-straints,adopt differentiated advancement strategies based on urban resource endowments,focus on leveraging their driving role in green innovation and energy efficiency improvement,and strengthen pilot spillovers and regional coordination.On the other hand,it is necessary to optimize industrial restructuring through policy guidance to offset carbon emission increases from scale expansion and pre-vent regional disparities.
