"双脱钩"视角下减污降碳协同效应评估
Synergistic effects of pollution reduction and carbon control from the perspective of"double decoupling":empirical evidence from Shaanxi Province

Abstract
In the process of promoting the green transformation in economic and social development,when sustained macroeconomic growth is taken into consideration,the synergistic effects of pollution reduction and carbon control can be interpreted as the decoupling of economic growth from both pollutant and carbon emissions.As a typical resource-dependent province in China,Shaanxi Province still has significant potential for air pollution control:its carbon emissions continue to rise,and economic development lags considerably behind that of more developed regions,making the issue of double decoupling particularly critical.This study constructed an evaluation index system for the synergistic effects of pollution reduction and carbon control using the Tapio decoupling elasticity coefficient and in-vestigated the synergistic effects and their influencing factors in Shaanxi Province from 2013 to 2022.The results indicated that:① The synergistic effects of pollution reduction and carbon control in Shaanxi Province exceeded the national average from 2013 to 2015 but fell below the national average after 2016.② The synergistic governance of pollution reduction and carbon control in Shaanxi Province prioritized pollution reduction over carbon control,showing non-convergent evolutionary trends primarily manifested as"relative syner-gy"and"connected synergy,"with economic growth maintaining strong correlations with carbon and pollution emissions.③ Cities in-cluding Xi'an,Tongchuan,Baoji,Weinan,Hanzhong,and Ankang demonstrated better synergistic governance effectiveness,while Xianyang,Yan'an,Yulin,and Shangluo performed relatively poorly.④ The synergistic governance in Shaanxi Province exhibited sig-nificant positive spatial autocorrelation,mainly characterized by high-high and low-low clusters,with a northward shift trend in gover-nance focus.⑤ The added value of the tertiary industry,green innovation,and annual precipitation had a positive impact on the syner-gistic effects,whereas total energy consumption and annual average temperature had a negative impact on them.These findings indicate that Shaanxi Province should prioritize carbon reduction to drive pollution control,implement governance at the source,accelerate in-dustrial and energy restructuring,phase out coal dependence,and achieve synergy in pollution reduction and carbon control.关键词
