Abstract

Panjiakou and Daheiting Reservoirs are the important water sources for Tianjin and the sole water source for Tangshan.They are crucial for the drinking water safety of over 20 million people in both cities,the food production safety of 470,000 hectares of rice fields in the Luanxia and Fengnan Irrigation Districts,the flood control safety of seven counties and cities downstream of the Luan River and critical infrastructure such as the Beijing-Shanhaiguan Railway,as well as the ecological security of Chengde,Tangshan,and the broader North China region.Since the commissioning of the Luanhe-to-Tianjin and Luanhe-to-Tangshan Water Diversion Projects 40 years ago,over 40 billion cubic meters of water have been delivered,meeting the demand for high-quality and sufficient water in both cities.In recent years,the Luan River Project Management Bureau has actively implemented the"Sixteen-Character"water governance policy and the relevant instructions,speeches and directives,focusing on rigid constraints on water resources to explore new paths for management capacity improvement.Through strengthening management,strictly controlling,and emphasizing conservation,the high-quality development of the Luan River water diversion projects were expected to support the high-quality development of the economy and society.Based on practices in water resource management and protection,existing problems were analyzed in depth,and targeted suggestions and measures were proposed,playing a positive role in enhancing water resource management capabilities.
