Abstract
Against the backdrop of the accelerating restructuring of the global technologi-cal competition landscape,the chip industry serves as the core underlying technology of the digital economy era.The dynamic evolution of its technology transfer and transforma-tion system bears a strong correlation with national technological competitiveness.From a three-dimensional perspective of competition for technological dominance,ecosystem construction,and policy and regulatory games,this study systematically analyzes the par-ticularities and internal logic of technology transfer and transformation in the chip industry within the new global technological competition landscape.It focuses on U.S.practical pathways for advancing the transformation of chip technology achievements through the functional upgrading of concept verification centers,distilling a new mechanism character-ized by"technology verification—localized mass production—supply chain security."Meanwhile,building on China's advantages of a supersized market and the characteris-tics of the local industrial ecosystem,this paper explores its differentiated development path centered on enhancing concept verification capacity,cultivating application scenari-os,and constructing a service ecosystem.The findings reveal that these differentiated strategies of China and the United States in technology transfer and transformation of the chip industry essentially embody two distinct types of logic:"technology monopoly via e-cosystem construction"versus"market-driven ecosystem breakthrough".Therefore,China needs to further strengthen the agility and ecological diversity of its technology a-chievement transformation mechanism to address new challenges in global technological competition.关键词
