Abstract
The comprehensive performance evaluation of science and technology programs is a pivotal component of local science and technology governance,with its quality direct-ly determining the effectiveness of fiscal fund utilization.Based on the management prac-tices of science and technology programs in Jiangxi Province,this study first systematical-ly reviews the operation of the current performance evaluation mechanism.It then conducts an in-depth analysis,identifying structural shortcomings in five key areas:evaluation criteria,review depth,expert management,achievement transformation,and research in-tegrity.Synthesizing modern research management theory with outstanding practices both within and outside the province,it proposes an optimization pathway characterized by"precision profiling—process verification—dynamic expert pool—full-chain empower-ment—full-cycle guidance."This framework thus provides a decision-making reference for Jiangxi Province to establish a model for modernized science and technology manage-ment in central China,and to foster the deep integration of the innovation chain,industri-al chain,capital chain,and talent chain.关键词
