摘要
Abstract
The Liao River Water Network is prone to frequent flooding,while traditional flood control approaches often suffer from delayed warnings,limited risk identification,and insufficient coordination.To enhance the basin's level of intelligence and collaborative response capacity in flood management,this study developed a digital-twin-driven collaborative management platform integrating flood forecasting,early warning,simulation,and emergency planning.The collaborative flood management platform established a unified data infrastructure for multi-source data fusion and governance,and coupled hydrological and hydrodynamic models to simulate the entire rainfall-runoff-confluence-flood evolution process.Furthermore,a knowledge base derived from historical flood evolution characteristics was constructed to support an intelligent flood control framework centered on the"Four Pre"concept—prediction,early warning,rehearsal,and planning.Results from the heavy rainfall event in June 2024 demonstrated that the collaborative flood management platform enabled real-time flood forecasting,dynamic warning dissemination,multi-objective scheduling scenario simulation,and automated emergency plan generation.The findings effectively improve the efficiency and scientific soundness of flood emergency response,marking a shift in the Liao River Basin from experience-based to data-driven and intelligent flood defense,and provide a replicable reference for establishing digital-twin-based"Four Pre"systems in small and medium-sized river networks.关键词
