推进公立医院编外人员规范化管理的对策
Countermeasures for promoting standardized management of non-staff personnel in public hospitals
摘要
Abstract
As China enters a new stage of development and the Healthy China strategy is further implemented,public hospitals are facing dual pressures of expanding healthcare service demands and structural imbalances in human resources.To ad-dress the continuous growth in medical needs while ensuring the equity and accessibility of healthcare services,the employment of non-staff personnel has become a key supplementary mechanism for human capital allocation in public hospitals.However,exist-ing literature also expresses concerns about the large-scale expansion of non-staff employment,suggesting that it may impact the scientific and standardized nature of staffing management in public hospitals.Therefore,this paper adopts a case study approach to analyze the current characteristics,underlying causes,and existing problems in the management of non-staff personnel in a public hospital.Based on this analysis,it proposes reflections and recommendations for improving the management of non-staff personnel,aiming to provide theoretical foundations and practical references for the scientific and standardized human resource management in public hospitals.关键词
