摘要
Abstract
The 15th Five-Year Plan period is a critical stage for China's food industry to make a leap from the"safety baseline"to the"high quality line".The National Quality Infrastructure(NQI),which includes the four core elements of standardization,metrology,inspection and testing,as well as certification and accreditation,provides systematic momentum to support the transformation of China's food industry through its synergistic effects.Based on the spirits of the 2025 annual meeting of SAC/TC 313 on food quality control and management standardization,this paper systematically elaborates on the implementation framework of NQI elements empowering food quality,safety,and quality consumption from three dimensions:theory,pathway,and pattern.The research indicates that standards should serve as the lead,and a whole-chain quality assurance closed loop should be established,covering"source-production-circulation-consumption".Through multiple measures such as building collaborative platforms,deepening thematic research,promoting best practices,and strengthening consumer education,a new pattern of multi-stakeholder co-governance can be formed,involving the government,industry,enterprises,and society.The research results provide theoretical references and practical paradigms for promoting quality improvement and upgrading in the food industry.关键词
