Implementation of the"Vaccination Followed by Compensation"Policy for Compulsory Animal Disease Immunization and Relevant Countermeasures

Abstract
The"vaccination followed by compensation"policy for compulsory immunization is a key tool in the reform to the mechanism of animal disease prevention and control in China,aiming to shift immunization responsibility from government-led initiatives to farming entities,thereby to optimize the utilization efficiency of fiscal funds.In the paper,the history of the policy was systematically reviewed,its positive outcomes in strengthening disease prevention system,improving immunization quality,and promoting industry transformation were assessed,and prominent challenges were identified during its implementation,including insufficient coverage for small and medium-sized farms,poor supporting service systems,lagging information-based supervision,and low efficiency in subsidy disbursement,followed by recommendations,including advancing regular implementation of the policy,improving legal and institutional framework,enhancing the application of digital technology,and conducting awareness improvement,with a view to providing a practical pathway for constructing a modernized and sustainable animal disease prevention system.关键词
