Abstract

The agricultural sector represents a major source of carbon emissions.To examine whether China's low-carbon city pilot pol-icy effectively enhanced agricultural carbon efficiency in the designated regions,this study employed agricultural carbon productivity as a measure of carbon efficiency.First,the theoretical impact mechanism of the low-carbon city pilot policy on agricultural carbon produc-tivity was analyzed using a production function framework.Second,systematic empirical testing was conducted using panel data from 273 prefecture-level and above cities in China spanning the period 2007-2023.The study revealed the following key findings:① The low-carbon city pilot policy significantly enhanced the level of agricultural carbon productivity in the designated cities.② The policy's impact manifested not only in increased carbon productivity within both crop cultivation and livestock farming sectors but also in elevat-ing the proportion of livestock farming-related carbon emissions.The policy operated through several transmission pathways:implement-ing industrial policies to raise the output value share of livestock farming;utilizing science and technology policies,environmental regu-lation policies,and high-quality agricultural development policies to boost agricultural total factor productivity(TFP)while reducing the carbon intensity of material input factors;and altering the structure of factor inputs.These mechanisms collectively enhanced the over-all level of agricultural carbon utilization efficiency.③ Further analysis indicated that the low-carbon city pilot policy improved carbon efficiency across various production stages in both crop cultivation and livestock farming.Concurrently,the policy effects exhibited het-erogeneityacross different pilot batches,levels ofeconomic development,and agriculturalfunctional areas.Based on the research find-ings,the following policy recommendations are proposed.① Continue to expand the implementation of the low-carbon city pilot policy to enhance the level of green and high-quality development in agriculture.② Strengthen agricultural technological innovation to better empower high-quality agricultural development.③ Develop low-carbon city pilot policies tailored to local conditions,with a focus on enhancing the carbon utilization efficiency of agricultural production in regions with lower economic development levels and non-major grain-producing areas.④ Strengthen the adoption of low-carbon material inputs across all stages of crop cultivation,as well as improve the management of livestock waste during breeding processes.
