政府环境规制何以影响农业生态产品价值转化效率?
How does government environmental regulation affect the value conversion efficiency of agricultural ecological products?

Abstract
Based on the"Two Mountains"theory,this study scientifically measured the value conversion efficiency of agricultural eco-logical products and identified the impact of government environmental regulation on such efficiency.This had important theoretical sig-nificance and practical value for optimizing environmental regulation policies,promoting green agricultural development,and advancing ecological civilization.The study conceptualized ecological capital as a production factor,constructed a measurement system for the val-ue conversion efficiency of agricultural ecological products,and,using panel data from 30 provinces in China from 2012 to 2022,sys-tematically examined both the impact of government environmental regulation on this efficiency and its underlying mechanisms.The main findings were as follows:① From 2012 to 2022,the value conversion efficiency of agricultural ecological products across 30 prov-inces exhibited a fluctuating upward trend before stabilizing,with the central region consistently outperforming other regions.② Base-line results demonstrated that government environmental regulation significantly improved conversion efficiency,and the conclusions were robust.③ Mechanism analysis indicated that environmental regulation enhanced conversion efficiency primarily through promot-ing technological progress.④ Heterogeneity analysis revealed that the development of the digital economy and increasing public envi-ronmental awareness amplified the positive effect of environmental regulation on conversion efficiency.⑤ Threshold regression showed that the level of fiscal support for agriculture exerted a single threshold effect in the relationship between environmental regulation and conversion efficiency.This study,by highlighting the role of technological progress as a driving mechanism,uncovered the internal logic of how environmental regulation influenced the value conversion efficiency of agricultural ecological products efficiency and empirically verified the applicability of the"Porter Hypothesis"in the field of agricultural ecology.Accordingly,this study provides policy implica-tions such as optimizing the structure of agricultural environmental regulation,improving digital empowerment mechanisms for ecologi-cal value conversion,and establishing region-specific support mechanisms based on the threshold effect of fiscal support for agriculture.关键词
