中国海洋捕捞"双控"政策效率评估与优化
Evaluation and optimization of the efficiency of China's"dual control"policy for marine fishing

Abstract
As a major maritime country,China is well aware that the rational development and protection of marine fishery resources is essential to ensure national food security,promote economic development in coastal areas,and maintain the ecological balance of the ocean.Since the implementation of the"dual control"policy,the decline trend of marine fishery resources has slowed down,but the policy implementation efficiency is not high,the problems of excessive fishing intensity and low production efficiency still exist,and the sustainable development of marine capture fishery is facing severe challenges.Based on the data envelopment analysis method and the BCC model,this paper empirically analyzes the marine capture production data of 11 coastal provinces and cities in China from 2004 to 2023,and concludes that the operational efficiency of the"dual control"policy is improving year by year and there is room for optimization.Taking 2023 as an example,there is still about 32%room for optimization of the"dual control"policy,and an optimization plan is proposed based on this.The key to maintaining the efficient operation of the"dual control"policy is to optimize and adjust the"dual control"policy in a timely manner,improve the quality of fishermen and law enforcement teams,build a livelihood guarantee system for fishermen who have retired from fishing,accelerate the upgrading of industrial structure,and improve the basis for law enforcement.关键词
