Abstract
In 2025,during the transition period of the Carbon Border Adjustment Mechanism(CBAM),the European Union continued to refine its rules by alleviating the compliance burden through legislative measures,adapting the implementation timeline,and improving technical details to ensure the final implementation in 2026 as scheduled.Motivated by the dual objectives of protecting domestic industrial security and maintaining climate policy consistency,the EU has strong incentives to expand the coverage of CBAM,incorporating sectors with high carbon leakage risks,such as petrochemicals,into the levy framework,in order to establish a"carbon emission barrier"that serves both environmental legitimacy and trade protection purposes.Faced with the trend of regulatory expansion and policy uncertainty under the EU CBAM,China's petrochemical industry must actively engage in the reshaping of global rules,utilize the policy window before CBAM's scope is finalized,promote the simultaneous optimization of international rules and domestic systems,and systematically enhance the industry's resilience and green competitiveness.关键词
