Invisible Mobilization:An Explanatory Framework for Village Cadre Policy Mobilization Behavior

Abstract
The innovation of mobilization mechanisms constitutes a critical pathway for grassroots cadres to enhance policy mobilization effectiveness.Invisible mobilization,distinct from routine mobiliza-tion and"buy-off-and-settle"mobilization,represents an innovative paradigm in grassroots policy mobili-zation mechanisms.By de-officializing mobilizing actors and discourse,invisible mobilization weakens target groups'defensive psychology and bargaining impulses,guiding them to alter their rational calcula-tion strategies and psychological expectations.By disseminating informal information and concealing time pressure,cadres engage in patient,covert bargaining with mobilization targets,thereby eroding their willingness and confidence to sustain prolonged negotiation.Invisible mobilization operates through mechanisms such as the use of concealed agents,transformation of mobilization discourse,information collection and processing,creative conversion of time pressure,and strengthening and softening of cred-ibility threat.The invisible mobilization model can effectively reduce the transaction cost of policy mobili-zation and optimize the grass-roots governance ecology while ensuring the successful completion of policy tasks,which is helpful to expand and strengthen the autonomy space of grass-roots organizations.However,it is undeniable that invisible mobilization is highly dependent on individual cadres'awareness and competence,is limited in its ability to address the lack of endogenous motivation in villagers'public participation,and entails certain risks in its implementation and diffusion.关键词
