Abstract

As the"Asian Water Tower"and a vital global ecological security barrier,the ecological protection of the Qinghai-Tibet Plateau is critical to national strategic development and global ecological value.As a key ecological functional zone and sensitive area on the southeastern edge of the plateau,the construction of ecological security barriers in the Nujiang River Basin faces numerous obstacles and urgently requires an improved legal guarantee system.Starting from the legal philosophy of ecological holism and combining it with watershed governance practices,the path toward legalizing the concept of the"mountains,rivers,forests,farmlands,lakes,grasslands,sands,and ice"life community was explored in this study.Systematic construction strategies were proposed from four dimensions:improving the legislative system,coordinating law enforcement mechanisms,innovating judicial trials,and fostering multi-party public participation.These strategies aimed to provide theoretical support and practical references for ecological security barrier construction on the Qinghai-Tibet Plateau.In practice,addressing chronic issues in the Nujiang River Basin,such as legislative gaps,fragmented law enforcement,and weak judicial remedies,a long-term systematic solution mechanism should be established to provide a practical model for refining the ecological rule of law system on the Qinghai-Tibet Plateau.
