Abstract
Taking the Baodu Reservoir project in Weining Yi,Hui,and Miao Autonomous County,Guizhou Province as an example,the methods and approaches of the assessment work,key content of the assessment review,existing issues in project investment,and corresponding solutions were analyzed.The assessment demonstrated the necessity of constructing the Baodu Reservoir project,although its economic benefits were relatively low.To enhance the project's viability,strategies such as lobbying for increased state capital investment,reducing the proportion of self-financed funds,and minimizing loans to lower debt service costs were proposed.The project assessment not only provided a decision-making basis for project financing and helped avoid projects with poor necessity,but also secured favorable construction conditions for projects that were necessary but financially weak,thereby preventing blind investment and mitigating major risks.This study aims to offer valuable references for similar engineering projects.关键词
