Abstract
The application and governance of artificial intelligence constitute a crucial contemporary challenge,requiring continuous theoretical exploration and practical experience summarization.Taking DeepSeek as an example,risk management theories explain how next-generation AI fosters digital equity through mechanisms like knowledge sharing,resource access and data autonomy-key approaches to bridging the"digital divide".However,risks such as knowledge leakage,rights-mandated mismatches and predictive inaccuracies emerge in risk assessment and mitigation.To balance AI development with security,we should adopt successful practices from social governance and digital governance frameworks.By focusing on core elements like human resources,rights protection and data governance,we must implement source control,rule-of-law governance and systematic approaches through coordinated multi-pronged measures.This integrated strategy aims to achieve high-quality development through efficient governance mechanisms.关键词
