Quantitative Evaluation of Policies for the Effective Transition from Poverty Alleviation to Rural Revitalization:A Three-Dimensional Framework of"Policy Instrument-Attention-Effectiveness"

Abstract
The comprehensive review of effective policy texts have great implications to adjust assistance policies after transition and promote comprehensive rural revitalization.Take 184 effective linkage policy texts issued by the central and local governments as the research object,constructs a three-dimensional analysis framework of"tool-attention-effectiveness",and analyzes the difference among effective linkage policy tool、policy attention、policy effectiveness and regions.The study found that:The use of policy tools is mainly supply-oriented,but is deficiency of demand-oriented and environment-oriented;The mix of policy instruments in the western region is more imbalance;The policy focus is more on rural revitalization,There are significant differences in the focus of linkage policies in different regions;The overall effectiveness of policies is at a sound level,but there are also problems such as unclear object responsibility and insufficient coverage of policy areas.Accordingly,puts forward suggestions to optimize the policy after the transition from the perspectives of policy target adjustment,policy attention shift,and clear responsibility scope of policy object.关键词
