Talent Structure Characteristics in Top-Tier U.S.Science and Technology Think Tanks and Their Implications—Based on the Analysis of Researchers'Resumes from 18 U.S.Science and Technology Think Tanks

Abstract
[Research purpose]Science and technology think tanks can exert policy influence on national science and technology decision-making,with their core support lying in high-level science and technology policy research talent.A systematic analysis of the talent structure characteristics of several globally influential U.S.science and technology think tanks can provide experience and references for talent recruitment,cultivation,and management in China's science and technology think tanks.[Research method]Selecting 18 U.S.science and technology think tanks from the"Top Science and Technology Think Tanks"list in the University of Pennsylvania's 2020 Global Go To Think Tank Index Report as the initial sample,this study systematically analyzes the talent structure characteristics in top-tier U.S.science and technology think tanks.Based on publicly available resume data of 419 researchers,it employs resume analysis across dimensions such as gender,nationality,age,educational background,and professional experience.[Research conclusion]Top U.S.science and technology think tanks rely heavily on domestic talent.Their directors generally possess diverse professional experiences and broad social influence.The professional experiences of researchers exhibit a high degree of diversity,fostering extensive collaborative think tank networks.The talent structure characteristics of U.S.science and technology think tanks offer several insights for the development of China's science and technology think tanks:focus on both cultivating internal talent and recruiting externally to form a virtuous cycle for high-caliber talent development;strengthen talent mobility across institutions to form think tank networks;and cultivate think tank leaders to enhance policy influence.关键词
