[Research purpose]Against the backdrop of the accelerated advancement of the"Digital China"strategy,a systematic evaluation of the governance efficacy and potential risks associated with integrating generative artificial intelligence,represented by DeepSeek,into government services is essential to provide theoretical underpinnings and policy recommendations for constructing a secure,trustworthy,and sustainable"DeepSeek+Government Affairs"paradigm.[Research method]Based on holistic governance theory and using case analysis,this paper examines the practices of"DeepSeek+Government Services"across three scenarios:cross-domain collaboration,precision services,and intelligent decision-making.It summarizes their evolutionary logic and proposes systematic governance pathways in conjunction with risk analysis.[Research conclusion]"DeepSeek+Government Services"has established three mature application scenarios:cross-level collaborative governance,precision publice services,and intelligent decision support.This practice has theoretically expanded holistic governance theory,shifting it from"integration"to"creation",from"passive coordination"to"active generation",and from"service reception"to"value co-creation".To address the multiple risks in practice,it is necessary to systematically construct a sustainable"holistic intelligent governance"model by strengthening data security throughout its lifecycle,enhancing model reliability and interpretability,accelerating the supply and updating of legal systems,clarifying responsible entities and accountability mechanisms,building a composite government talent team,and promoting regional coordinated development.关键词
