Endogenous Evolution:The Sustainability of Collective Action and Its Underlying Logic in Rural Environmental Governance

Abstract
With the intensification of individualization,collective action in rural environmental governance has exhibited pronounced intermittency,making it difficult to sustain governance outcomes over the long term.A case analysis of the"river self-management"practice in Linjiang County shows that the sustained operation of collective action in local river management is rooted in a logic of incentive compatibility that balances public and private interests,a logic of internal-external coordination in rule adjustment,and a logic of identity integration that interweaves instrumental and value-based considerations.To a large extent,these logics mitigate three structural tensions inherent in the maintenance of collective action:those between immediate returns and long-term benefits,external intervention and endogenous rules,and instrumental identification and value-based identification.On this basis,the article proposes an explanatory framework of endogenous evolution,arguing that the durability dilemma of collective action in rural environmental governance stems from structural imbalances within incentive,rule,and identity structures.The pathway to resolving this dilemma lies in correcting these imbalances and promoting a shift in collective action from external driving forces to internal support,thereby consolidating the social foundations of rural environmental governance.关键词
