Deconstructing Cognitive Warfare in Open-Source Intelligence:An Actor-Network Theory Perspective

Abstract
[Purpose]In recent geopolitical conflicts,Open-Source Intelligence(OSINT)has often played a significant role in cognitive contests.Therefore clarifying the mechanisms of OSINT in lognitive warfare and defining the role positioning of OSINT organizations within its network hold significant practical importance.[Method]Based on actor-network theory and publicly available data from typical Western Open-Source Intelligence(OSINT)organizations,this study constructs an actor-network framework by taking the cognitive war-fare in the Russia-Ukraine conflict as a case study.It analyzes the specific process of translation in OSINT-enabled cognitive warfare,with a focus on identifying the two core actors:the state and open-source intelligence organizations.[Result/Conclusion]The state,le-veraging mechanisms such as talent rotation,policy guidance,collaboration and sharing,and user-generated content guidance,empowers actors like open-source intelligence organizations and media outlets.This enables the translation of the cognitive warfare actor-network,addressing the credibility crisis traditionally faced in cognitive warfare.Open-source intelligence organizations,through mechanisms inclu-ding crowdsourcing,training,and incentives,empower actors such as online volunteers and open-source intelligence tools.This facilitates the translation of the open-source intelligence actor-network,overcoming challenges related to human resources and data availability in open-source intelligence production.Ultimately,open-source intelligence has fundamentally transcended its conventional role of support-ing decision-making and has become a pivotal actor within the cognitive warfare actor-network.关键词
