Abstract
[Purpose]In recent years,near-space has emerged as a new frontier in the competition for military technology.The United States is accelerating the development of its near-space intelligence system,making it urgent to conduct analysis and assessment of this ef-fort so as to provide useful insights and references for China.[Method]This study adopts a combination of historical analysis and compar-ative research.Drawing on official U.S.policy documents,military budget data,and research project reports,it constructs a four-dimen-sional analytical framework encompassing history,policy,capability,and strategy.[Result/Conclusion]The United States'near-space intelligence system is undergoing a transformation toward a multi-domain integrated framework,aiming to use near space as a hub to build an information and intelligence network that integrates air,space,and ground domains.Through a mechanism of civil-military integra-tion,it continues to enhance its capacity for innovation.This strategic practice not only serves U.S.intelligence and operational needs but also reflects its long-term ambition to shape international rules through technological superiority and to consolidate its hegemonic position through institutional arrangements.China should,from the overall perspective of national security and strategic competition,accelerate in-novation and system development in near-space technologies,and actively participate in international space governance and rule-making to shape an institutional environment favorable to its national interests.关键词
