Fact,Motivation,and Impact of U.S.-Japan-Philippines Intelligence Cooperation in the South China Sea

Abstract
[Purpose]This paper aims to systematically examine the factual basis and institutional development of intelligence cooperation among the United States,Japan,and the Philippines in the South China Sea,and to analyze the core motivations,multidimensional im-pacts,and future trends of such cooperation.It seeks to provide academic support for accurately understanding the essence of trilateral se-curity collaboration and the strategic evolution of the U.S.South China Sea strategy.[Method]The study employs a literature review and policy text analysis.It first outlines the content and mechanisms of intelligence cooperation among the three countries in the South China Sea,then combines theoretical frameworks to analyze the motivations,impacts,and prospects of this cooperation.[Result/Conclusion]The strategic leadership of the United States,the pivotal coordination by Japan,and the sovereignty-security demands of the Philippines collectively drive the continuous strengthening of trilateral intelligence collaboration.While enhancing regional surveillance capabilities,this cooperation significantly exacerbates the militarization of the South China Sea,promotes a"camp-based"evolution in the Indo-Pacif-ic security architecture,and introduces new uncertainties for regional crisis management.However,multiple structural limitations underly-ing the trilateral framework constrain the depth and sustainability of cooperation,suggesting that future developments will likely exhibit a complex trend of"limited deepening,partial strengthening,and overall instability".关键词
