公共数据的国家安全风险及其应对:一项情报学视角的分析
National Security Risks of Public Data and Their Responses:An Analysis from an Intelligence Science Perspective

Abstract
[Purpose]Based on an intelligence science perspective,this paper analyzes the national security risks of public data and propo-ses a layered response strategy,aiming to provide theoretical reference for coordinating the openness and security of public data and enhan-cing the country's overall risk prevention and control capabilities.[Method]Through literature analysis and case studies,this study exam-ines the definition,evolution,risk expression,and systematic responses to national security risks associated with public data.[Result/Conclusion]The expansion of the intelligence attributes of the concept of public data is the root cause of national security risks.National security risks of public data evolve dynamically along the"data-information-intelligence"path.At the level of national sovereignty,secu-rity,and development interests,these risks manifest as forced ceding of data sovereignty,worsening the national security environment,and curbing national development momentum.To address this,we should strengthen data source control at the data level,enhance risk i-dentification and response capabilities at the information level,and focus on intelligence empowerment and strategic countermeasures at the intelligence level,in order to systematically address the national security risks posed by public data.关键词
