Discourse on Security Governance of Data Cross-Border Flow:Generative Logic and Constructive Paths

Abstract
[Purpose]The frequent cross-border flow of data on a global scale has brought tremendous impetus to the development of the world's digital economy and trade,but it has also raised concerns among countries about a series of data security issues such as potential in-fringement of personal privacy and harm to data sovereignty.The article proposes constructive paths for the discourse on security govern-ance of data cross-border flow,providing theoretical reference for security governance of data cross-border flow.[Method]This study deconstructs the constituent elements of the discourse power of cross-border data flow security governance from four dimensions:discourse subject,discourse resources,discourse content,and discourse pathways,and reveals the generation logic of the discourse power of cross-border data flow security governance from a constructivist perspective.[Result/Conclusion]As a data giant,China has shown some short-comings in participating in the formulation of international cross-border data flow security governance rules.This study proposes targeted construction paths from the three dimensions of subject collaboration,value output,and resource integration,enhances China's discourse power in the global landscape of data cross-border flow security governance.关键词
