High-quality Development of Agriculture and Rural Areas in the Post-industrial Stage,An Analysis Based on the Three-dimensional Framework of"Rural Transformation-Urban-rural Integration-Institutional Embedding"in Jiangsu Province

Abstract
The structural changes brought by the post-industrial stage have provided a new context and driving force for the development of agriculture and rural areas.This paper aimed to construct a holistic three-dimensional analytical framework of"rural transformation-urban-rural integration-institutional embedding"and systematically explain the internal logic of the high-quality development of agriculture and rural areas in the post-industrial stage.Taking Jiangsu Province as an example,the research first identified the core characteristics of the post-industrial stage in terms of industrial structure,technological drive and spatial form,and judged that Jiangsu had generally entered this stage by the end of the"12th Five-Year Plan"period.Currently,Jiangsu has achieved rapid industrial transformation,continuously optimized industrial concentration and market organization structure,made continuous efforts in technological innovation,maintained active scientific and technological activities and enterprise innovation,and reached the forefront of the country in terms of economic development level.On this basis,the paper analyzed Jiangsu's practical exploration within the above-mentioned three-dimensional framework:the dimension of rural transformation focused on industrial integration and function expansion,reflecting the transformation of agriculture from a single production function to multiple values such as ecological,cultural and experiential functions;the dimension of urban-rural integration emphasized the two-way flow of factors and the equalization of public services,aiming to break the urban-rural dual structure;the dimension of institutional embedding focused on how reforms in key areas such as collective property rights and rural homesteads provide incentives and guarantees for the first two dimensions.The high-quality development of agriculture and rural areas in Jiangsu stems from the coordinated evolution of these three dimensions.The research held that to ensure the high-quality and sustainable development of agriculture and rural areas in Jiangsu,it is necessary to conform to the development trend of"digital economy"and"experience economy"in the post-industrial stage and focus on two key points:"innovation"and"reform".Finally,combined with Jiangsu's provincial conditions and the development trend of the new stage,the paper put forward differentiated path suggestions,such as ensuring supply security and consolidating the fundamental position of agriculture;deepening rural transformation and expanding the multiple values of agriculture;promoting urban-rural integration and improving the efficiency of factor allocation;strengthening institutional embedding and activating endogenous development momentum;enhancing innovation-driven development and promoting the transformation of digital villages.关键词
