Evolution Characteristics,Motivations and Countermeasures of China-related Economic Provisions in the National Defense Authorization Act of the United States
摘要
Abstract
The National Defense Authorization Act of the United States has become an important legal basis for US economic restrictions on China.During fiscal years 2002 and 2017,the China-related economic provisions are dominated by military security and characterized by limited containment and"encirclement".Since fiscal year 2018,China-related economic provisions have undergone fundamental changes:supply chains have evolved from"decoupling"to"de-risking";regional trade has shifted from"America First"to"small multilateral alliance";the identity of developing countries has been continuously hyped;value factors have been added in economic sanctions;and sanctions have been imposed on the industries of China,Russia,North Korea,and Iran.The deep causes of these changes include:the bidirectional feedback of public opinion tendency and game between two parties;the friction between"Jackson Realism"and the"New Washington Consensus";the asymmetry of China-US economic dependence;and the prevalence of legal hegemony under the generalization of economic"security".Therefore,China should improve the multi-level anti-sanction mechanism;enhance the security and resilience of industrial and supply chains;enhance the international monetary power and status of the RMB;and orient the construction of a new pattern of global trade cooperation and development.关键词
