Synergy of American Allies and Partnerships in the Maritime"Gray-zone"Competition with China

Abstract
As a traditional maritime power,the United States has in recent years significantly influenced the evolution of the regional maritime order through its strategic arrangements and actions in the Indo-Pacific region.On the one hand,the United States accuses China of challenging the"gray zone"of the maritime order,and on the other hand,it implements maritime"gray zone"competition against China.Synergy of American allies and partnerships has played an important role in the latter process,including participating in the construction and dissemination of the U.S.China-related narrative,providing discursive and operational support for U.S.non-military involvement,participating in the U.S.-led"Freedom of Navigation Operations(FONOPs)"and providing support for U.S.forward deployment.In these actions,the United States and its allies and partnerships showed obvious characteristics of synergy.This synergy is a kind of"double synergy",which includes both the synergy between the United States and its allies and partnerships,and the synergy between the United States allies and partnerships.The participation of the United States'allies in this dual synergy is driven by multiple considerations,including maintaining and strengthening their alliance relations with the United States,safeguarding and protecting their own national security interests,realizing their own sovereignty claims,obtaining economic benefits,and demonstrating recognition of"common values".However,such synergy is also constrained by many factors,including differences in perceptions between allies and partnerships,differences in strategic choices towards China,and the continued growth of China's maritime security forces.In the future,it may present the prospect of differentiation of synergy of American allies and partnerships,further solidarity of coordination and more diversified forms of coordination.关键词
