On the Categorical Advancement and Public Acceptance of Sealing Minor Offense Records

Abstract
The proportion of minor offense cases within China's crime structure has continued to rise,and the lifelong social exclusion effect resulting from criminal records has become increasingly prominent.Establishing and improving a system for sealing minor offense records has thus emerged as an urgent governance issue.To bridge the gap between legal principles and societal perception,this paper proposes a dual-path approach coordinated through"categorical advancement"and"public acceptance building".Categorical advancement focuses on concretizing institutional implementation by creating a tiered and differentiated classification framework for the application of record sealing,based on factors such as the nature of the conduct,severity of punishment,occupational relevance,and personal risk.Public acceptance building emphasizes the systematic cultivation of rational and inclusive social consensus through judicial interpretation,pilot demonstrations,and case publicity.Together,these two paths provide dual support for both institutional implementation and societal acceptance,aiming to achieve a dynamic balance between punishment and rehabilitation,as well as between order and freedom,thereby advancing criminal governance toward a more humane and rational direction.关键词
