低空经济背景下低空产业安全监管体系的重构研究
Research on the Restructuring of Industry Safety Regulatory Systems in the Context of the Low-Altitude Economy

Abstract
The low-altitude economy has progressed from strategic planning to the application demonstration stage.The traditional civil aviation industry regulatory system is in urgent need of reform to adapt to the development of the low-altitude industry.There is tension between industry safety supervision and the low-altitude economy in terms of regulatory concepts,operational mechanisms,and regulatory needs.A single industry safety supervision cannot effectively address the various issues encountered in the development of the low-altitude economy.The two-way integration of industry safety supervision and social supervision aligns with the requirements for the safety and development of the low-altitude economy.Introducing social supervision into the regulatory system and adopting this two-way integration as the overall plan for restructuring the regulatory system has become the key path to overcome the current development predicament.Among these,the core attribute of the central authority in civil aviation provides theoretical support and defines reasonable boundaries for the two-way integration,ensuring that the integration does not deviate from the safety bottom line.Promoting this two-way integration requires a macro grasp from three aspects:concept transformation,organizational reform,and technical support,thereby advancing the in-depth restructuring of the industry safety regulatory system amid the development of the low-altitude economy.关键词
