Abstract
Low-altitude tourism,an emerging industry that deeply integrates the low-altitude economy with the cultural and tourism sectors,faces multi-dimensional bottlenecks regarding safety,funding,technology,talent,and policy during its rapid development.Safety issues are prominently manifested as operational non-compliance,weak infrastructure,and lagging regulation.Financial pressures are evident in high initial investments,high operating costs,and limited financing channels.Technological constraints involve aircraft performance,communication and navigation coverage,and airspace management capabilities.Talent bottlenecks include an overall shortage and structural imbalance.Policy exhibits a lack of top-level design and fragmentation,while standards lag behind the need for systematization.To address these issues,it is necessary to construct a systematic governance path.This includes strengthening safety assurance through intelligent regulation and emergency linkage,innovating fiscal and financial support models to alleviate financial pressure,promoting technological breakthroughs in power systems and communication and navigation,establishing a multi-level talent cultivation system,and improving policy standards and airspace management mechanisms,thereby promoting the safe,intelligent,and sustainable development of low-altitude tourism.关键词
