Shaping a New Type of Production Relations to Adapt to the Development Requirements of New Quality Productive Forces

Abstract
Accelerating the formation of production relations that are better aligned with New Quality Productive Forces is not only a theoretical necessity under Marx's principle of production relations adapting to productive forces,but also an irreversible historical inevitability in the evolution of human civilization,and,more critically,a practical imperative for breaking through existing institutional constraints to achieve iterative leaps in productive forces.Specifically,this new type of production relations manifests as institutional and mechanistic innovations conducive to the development of New Quality Productive Forces,particularly with scientific and technological innovation systems serving as the core driving force.In the process of technology permeating the system of production factors,innovative configurations of elements such as data and talent continuously propel qualitative leaps in productive forces,ultimately transforming into new quality industrial forms and tangible industrial activities.This evolutionary path,from breakthroughs in the technological system to restructuring the factor system and then to upgrading the industrial system,not only reveals the direction of institutional reform,which takes stimulating revolutionary technological breakthroughs as the strategic starting point,promotes innovative allocation of production factors as the key link,and drives deep industrial transformation and upgrading as the ultimate goal,but also demands deepening reforms in the scientific and technological innovation system,the production factor allocation mechanism,and modern industrial policies.By doing so,institutional bottlenecks hindering the development of New Quality Productive Forces can be dismantled,facilitating the smooth flow and efficient convergence of advanced,high-quality production factors toward New Quality Productive Forces.关键词
