Policy Configurations and Evolutionary Trajectories Driving the Development of New Quality Productive Forces:An Empirical Study Based on TJ-QCA

Abstract
Developing New Quality Productive Forces is a critical strategic choice for China to achieve high-quality development.Based on policy tool theory and a dynamic configurational perspective,this study analyzes 21 policy texts related to New Quality Productive Forces retrieved from 2016 to 2022,focusing on the top 11 provinces and cities in China ranked by their level of New Quality Productive Forces.Using the Latent Dirichlet Allocation model to extract thematic elements,and applying trajectory-based Qualitative Comparative Analysis from a temporal dimension,the study explores the policy configurations and evolutionary trajectories driving the development of New Quality Productive Forces.The findings reveal that policies driving the development of New Quality Productive Forces mainly involve six typical themes:innovation entity building,future industry development,industrial cluster innovation,financial service development,digital talent support,and urban development construction.Single policy tools are insufficient to drive the development of New Quality Productive Forces.Among these,financial service development policies and digital talent support policies are identified as core conditions,while other elements serve as peripheral conditions.Based on the analysis of policy configuration trajectories,three pathways are proposed to drive the development of New Quality Productive Forces through a different paths leading to the same goal approach:the Entity Building and Service Empowerment Policy Configuration,the Cluster Innovation and Urban Development Policy Configuration,and the Service Empowerment and Talent Support Policy Configuration.关键词
