Policy Empowerment,Digital Consumption and Urban New Quality Productive Forces:A Quasi-Natural Experiment Based on the National Information Consumption Pilot

Abstract
New Quality Productive Forces is an advanced productivity quality that reflects the new development concept.Digital consumption,as a new consumption mode integrating digital technology,reshapes China's consumption pattern and plays a crucial role in unblocking the domestic circulation,promoting the expansion and upgrading of domestic demand and the development of New Quality Productive Forces.Based on the panel data of 280 cities from 2010 to 2022,this paper takes the national information consumption pilot policy as the natural experiment,and discusses the promising government and efficient market,and uses the multi-time point DID model to comprehensively investigate the economic effect and realization path of the development of New Quality Productive Forces enabled by digital consumption.It is found that the pilot policy of information consumption contributes to the development of New Quality Productive Forces,and the index value increases by about 10.6％,and the policy effect shows a marginal increasing trend over time.The pilot policy of information consumption takes into account government governance and market effects,and improves the level of New Quality Productive Forces by stimulating consumption demand,alleviating resource mismatch,promoting digital governance and promoting industrial upgrading.The effect of information consumption pilot policies is influenced by regional characteristics and institutional environment,and digital consumption has a more significant effect on the improvement of the New Quality Productive Forces level of cities in the eastern region,cities in the southern region and cities with larger economic scale.Moreover,the implementation of information consumption pilot policies in high entrepreneurial enthusiasm cities,high administrative level cities,high marketization cities and urban agglomerations is more conducive to promoting the development of New Quality Productive Forces.The research conclusions of this paper provide theoretical support and empirical evidence for continuing to implement the strategy of expanding domestic demand in the era of digital economy,cultivating the power source of New Quality Productive Forces,and promoting the high-quality development of Chinese Path to Modernization.关键词
