The Impact of Digital Regulation Policies on the Labor Market:Theoretical Mechanisms and Micro-Evidence

Abstract
The full realization of digital economy dividends and the value of data elements hinges on effective digital regulatory policies implemented by the government.The employment effects of digital regulation are closely related to the stability and prosperity of the labor market.This paper combines data on government digital regulation at the city level in China from 2011 to 2022 with data on A-share listed companies,focusing on the impact and mechanisms of digital regulation on the scale of corporate labor demand,and also discussing the moderating role of public attention.The research shows that a reasonable level of digital regulation can promote employment by enhancing multidimensional digital empowerment and improving the external development environment.The employment-boosting effect of digital regulation is primarily found in state-owned enterprises with weak digital infrastructure and limited absorptive and adaptable capabilities.Furthermore,the employment-boosting effect of digital regulation has a differentiated impact on different labor force types,primarily increasing corporate demand for highly educated,technically skilled workers.Public attention to digital technologies,as well as media and corporate attention,plays a positive moderating role in the relationship between government digital regulation and corporate labor demand.This article aims to examine how digital regulation promotes the development of the digital economy and stabilizes employment,providing effective safeguards for achieving a virtuous cycle between the two.关键词
