大都市区农业单元划定与规划编制探讨
Discussion on Compilation of Demarcation and Planning of Agricultural Units in Metropolitan Areas

Abstract
Under the background of the implementation of all-domain and all-factor control in territorial spatial planning,detailed planning of agricultural units plays a critical role in guiding metropolitan areas to implement the strictest arable land protection policies and achieve refined protection and utilization of arable land.On the basis of summarizing the existing problems,facing situation and predicament of the protection and utilization of arable land in Shenzhen,this paper proposed the direction of the protection and utilization of cultivated land in the metropolitan area and the guidance and implementation path of the planning,explained the connotation definition,demarcation principles,technical methods and control contents of agricultural units,and constructed a control system for the use of agricultural space implementation of"detailed planning+planning permission".The detailed planning of Tongle pilot agricultural unit in Longgang District of Shenzhen was summarized as a typical case,and suggestions were put forward:①Implement a three-level management system of"unit-function zone-plot")to optimize spatial structure in controlled partition.②Emphasize the management and control with combination of rigid control and flexible guidance,highlight the protection of arable land,and pay attention to the development needs of agricultural industry.③Clearly define the responsibilities and technical standards for agricultural unit planning.关键词
