新一轮农业区划若干问题思考
THOUGHTS ON SEVERAL ISSUES CONCERNING THE NEW ROUND OF AGRICULTURAL ZONING

Abstract
Agricultural zoning is a fundamental and forward-looking task for tailoring agricultural production layouts according to local conditions and promoting agricultural and rural modernization and the construction of a strong agricultural nation through zoning and classification.This research employed a combination of theoretical and practical analysis to systematically review the development process and status of agricultural zoning in China,analyzed and assessed the demand situation for launching a new round of agricultural zoning,and proposed the objectives,tasks,and promotion strategies for the new round of agricultural zoning.Since the founding of the new China,China had carried out three rounds of agricultural zoning,and the achievements had played an important role in guiding the adjustment of agricultural production layouts in China.However,with profound changes in internal and external factors such as natural resources,technical equipment,consumer demand,and the international environment,agricultural zoning based on the baseline 40 years ago had become difficult to effectively support current agricultural and rural modernization management decisions,and there was an urgent need to carry out a new round of agricultural zoning.Aligning with the core essence of high-quality agricultural development,we propose the target,key tasks,and methodological and technological systems for the new round of agricultural zoning.For various application scenarios,we coordinate the overall agricultural chain configuration and the implementation layout of rural revitalization,and scientifically construct a new round of agricultural zoning system and agricultural spatial strategic pattern at the national,provincial,municipal,county,and enterprise levels,and establish a data-driven agricultural spatial layout intelligent platform.We use systematic thinking to coordinate and focus on five aspects:scientific and technological support,talent development,funding guarantee,organizational guarantee,and graded pilot projects,thereby orderly promote the new round of agricultural zoning.关键词
