The Transformation of Consultative Outcomes:A Vital Pathway for Promoting Governance Through Democracy

Abstract
The translation of consultative outcomes is a crucial pathway for transforming the institu-tional strengths of consultative democracy into governance efficacy,highlighting the value goal of promoting governance through democracy.The core function of the consultative outcome is to out-put governance effectiveness.Its value positioning integrates the concept of procedural justice with the intrinsic qualities of China's outstanding political culture,along with content feasibility and outcome verifiability.These elements collectively form the legitimacy foundation,the core criteri-on,and the closed-loop safeguard for consultative outcomes.The mechanism for the transformation of consultative outcomes is reflected in using consultative democracy to enhance top-level design and governance coordination,thereby achieving directional calibration and rule provision in governance;improving policy implementation quality and governance innovation capacity through consultative democracy,thus reducing implementation resistance and increasing reform feasibility via consulta-tive mechanisms;and realizing grassroots co-governance and governance efficiency gains through consultative democracy,thereby lowering governance costs while enhancing the precision of grass-roots governance.To further strengthen the effectiveness of translating consultative outcomes,fu-ture efforts must focus on solidifying the institutional foundation for translation to ensure that con-sultative outcomes are stably and clearly embedded into the national governance system;construc-ting a governance closed loop for translation by connecting the entire process chain of consultation,decision-making,implementation,evaluation,feedback,and renewed consultation;and enhancing the translation capabilities of both consultative and implementing entities to provide endogenous im-petus for the realization of consultative outcomes.关键词
