Research on the Modernization of Grassroots Governance in Megacities:The Digital Response Logic and Generation Mechanism

Abstract
The development of megacities in China has entered a new stage of stock renewal and fine governance,and grassroots governance is facing structural challenges such as the imbalance be-tween governance capacity and pressure,order and vitality,and the coexistence of technology em-powerment and alienation.Traditional administrative means or single technology application are hard to address these issues,and a systemic governance transformation is urgently needed.Digital transformation is a profound governance revolution,with the core being to transcend the instrumen-tal view of technology,adhere to a people-centered approach,and construct a threefold-driven and mutually reinforcing digital response logic framework of"technology governance-institutional sup-ply-community shaping",and implement a coordinated path of"empowerment-authorization-intelli-gence".Stimulating the dual interplay of"top-down composition"and"bottom-up generation",a-chieving precise embedding of governance resources,substantive empowerment of institutions,and organic connection of social capital,and promoting systemic changes in governance structure,func-tion and mechanism.Building a governance community that is both resilient and dynamic,forming a new form of grassroots governance that conforms to the laws of megacities in China,and provi-ding theoretical and practical support for governance modernization.关键词
