Abstract
Changing the attention of assessment,promoting the optimization of performance ap-praisal,and stimulating the kinetic energy of cadres will help promote the process of Chinese mod-ernization.The admiration-of-competence effect promotes the assessment attention to reshape the adaptive performance appraisal field,and then stimulates the initiative and motivation of cadres.From the perspective of admiration-of-competence effect,the focus of assessment attention is to stimulate the autonomy and initiative of cadres.By constructing the autonomous motivation that is people-oriented,matching and incentive,and activating the initiative action of cadres'coordination,responsibility sharing,resource integration and ability enhancement,we can achieve the value goal of advocating performance,promoting work by examination and doing things effectively.This process not only activates the potential of factors under the existing assessment system framework,but also shapes new authoritative operation,organizational relationship and resilience field through structural authoritative allocation and non-institutionalized adjustment,endogenous collaboration and appropriate hierarchical correlation,moderate institutional constraints and retention of inde-pendent space,so as to give full play to the effectiveness of assessment attention to drive cadres to act positively.关键词
