From"Issue Emergence"to"National Action":A Study on the Policy Agenda of Rural Digital Age-Friendliness

Abstract
In the era of digitalization and aging,digital age-friendliness in rural areas has become an important issue related to social equity and the modernization of grassroots governance.The policy agenda for digital age-friendliness in rural areas has undergone a logical transformation,moving from partial response to systematic governance,from compartmentalization to network collabora-tion,and from pilot exploration to standard leadership.The problem stream highlights the practical dilemma of the digital divide of the rural elderly through quantitative representation,focus events and system feedback.The political stream condenses political potential through national strategy guidance and public opinion resonance.The policy stream gathers multiple consensus through poli-cy initiatives,administrative experiments and knowledge supply.The convergence and coupling of the three streams promote the transition of the policy agenda for digital age-friendliness in rural are-as.To promote the effective implementation of the policy agenda,it is necessary to promote the di-mension of the issue strategy with forward-looking anchoring,balance unified norms and local adap-tation with local innovation,and establish a dynamic optimization closed loop with iterative learn-ing.关键词
