摘要

Abstract

The development of"Zero-Waste City"is a crucial initiative for advancing urban ecological civilization and achieving the vision of a Beautiful China,with the management of domestic source waste as a key component in realizing the goals of"Zero-Waste City".Although China has established a relatively comprehensive macro-level strategy and planning framework for"Zero-Waste City",insufficient participatory engagement of stakeholders has resulted in inadequate economic incentives and market-oriented mechanisms,severely hindering the sustained progress of"Zero-Waste City"initiatives.Enhancing the willingness and capacity of multiple stakeholders to participate has become a critical pathway to overcoming governance bottlenecks.From the perspective of holistic governance,this study systematically examines the current status of multi-stakeholder participation in waste classification practices.It proposes a green incentive collaborative governance pathway to establish a synergistic governance model characterized by"multi-stakeholder co-governance and shared benefits".This framework provides a reference for optimizing the coordination between source-segregation of municipal solid waste and downstream resource recovery,thereby enhancing overall efficiency.
