"一带一路"视域下西部职业教育国际化何以高质量发展
How to Achieve High-quality Development of Western Vocational Education Internationalization in the Context of the"Belt and Road"Initiative

Abstract
Promoting the high-quality development of internationalization of vocational education in Western China and establishing a high-level pool of internationally skilled talents is a crucial mission for western vocational education to serve the"Belt and Road"Initiative.Based on Jane Knight's 4P framework for cross-border education,the study conducts a textual analysis of annual quality reports from 54 vocational institutions in Western China,and the findings indicate that the mobility of personnel in western vocational education exhibits a"center-periphery"pattern;project mobility demonstrates an"expansion-convergence"characteristic;provider mobility is moving towards organizational and brand development;and program mobility is trending towards scalability and comprehensiveness.To achieve high-quality internationalization of vocational education in western China,the successful experience of the"Chinese Language+Vocational Skills"model should be promoted to facilitate the radiating expansion of personnel mobility;vocational institutions should leverage their own specialized features and comparative advantages to enhance the quality and effectiveness of project mobility;the building of international vocational education brands with western characteristics should be strengthened to realize the branded development of providers;and a"Conferences-Alliances-Competitions-Exhibitions"cooperation paradigm should be constructed to form a synergistic development mechanism for programs.关键词
