教育强国背景下高职院校关键办学能力构成要素、发展现状与提升路径
On the Constituent Elements,Current Development Status and Improvement Paths of Key School-running Capabilities of Higher Vocational Colleges in the Context of Building a Powerful Education Country

Abstract
Higher vocational education undertakes the important task of cultivating a large number of high skilled talents.Against the backdrop of building a powerful education country,enhancing the key school-running capabilities of higher vocational colleges is of great practical and guiding significance.The key school-running capabilities of higher vocational colleges refer to the key elements and core competences demonstrated by these colleges in fulfilling their functional missions,meeting social needs,and promoting educational reform.In terms of the generation mechanism,its characteristics are implicit and endogenous;from the perspective of social effects,it exhibits explicit and spillover properties.Its elements include four aspects:governance capacity,talent cultivation capacity,scientific research capacity,and service capacity.From the perspective of current development,there are still four problems in the key school-running capabilities of higher vocational colleges:first,although governance capacity has improved,the modernization of the system is insufficient;second,while talent cultivation capability has been enhanced,the industrial matching degree is not adequate;third,despite progress in scientific research capability,the overall support is not strong;fourth,though service capability has been upgraded,the institutional brand influence is not high.In the future,the development of key school-running capabilities in higher vocational colleges will require further improvement and refinement in terms of the modernization of governance capacity,the adaptability of talent cultivation capacity,the supporting role of scientific research capacity,and the radiating effect of service capacity.关键词
