摘要

Abstract

High-quality technical talents serve as a critical enabler for empowering new-quality productive forces,with on-site engineers emerging as a pivotal force driving industrial development.However,China's on-site engineers currently face challenges such as supply-demand imbalances and ambiguous role definitions,hindering industrial upgrading and innovation.Drawing on theoretical and practical perspectives,this study clarifies the role of on-site engineers by analyzing the engineering talent classification frameworks of the International Engineering Alliance and other countries,positioning them within the"technical engineer"category requiring solid theoretical knowledge,practical competence,and innovative capabilities.Using qualitative research methods,an"iceberg"competency model is constructed,with technical knowledge,practical skills,innovation and problem-solving abilities as its core;coordination,adaptability,and professional ethics as supplementary components;and sustainable development capabilities as its foundation.Building on this model,the study proposes an approach centered on applied undergraduate and vocational undergraduate education,deepening apprenticeship systems and industry-education integration as pathways,and optimizing professional development and curriculum systems to achieve systematic,high-quality cultivation of on-site engineers,thereby providing talent support for enhancing national industrial competitiveness.
